Rule Change Proposals 2008

 

Rule Change Proposal #1 – Student Congress

 

Adaptation of NFL Rules from pages SCM-10 and SCM-11 of official NFL Congress Handbook.

 

13.17.3 Bill and Resolutions

         

(a)                        Schools entering the State Congress are encouraged to submit 2 bills or resolutions for debate not later than 24 days prior to the State Tournament.

(b)                        Each District Director shall attempt to accept at least one bill or resolution from each school submitting bills or resolutions providing the legislation is submitted by the deadline.

(c)At the State Tournament Work Day, the State Tournament Committee shall provide the OSAA liaison for posting on the website no later than the Monday prior to the State Tournament, a copy of not fewer than six bills or resolutions which shall constitute the agenda for each chamber per legislative day.

(d)                        All bills and resolutions shall be distributed and prioritized at the preliminary session. At the conclusion of the preliminary session, participants shall recess to prepare for the afternoon session.

(e)If desired, the State Tournament Committee may suspend the rules and allow bills or resolutions not submitted to be considered only after the officially established legislative agenda has been considered.

(f)  The Parliamentarian, in consultation with the official scorer(s), may deny bills or resolutions offered from the floor at the State Tournament.

Rule Change #2 – Computer Usage in Debate Please vote (check) for one of the following four proposals:

12.12 Electronic Devices: No electronic devices may be used by competitors in any debate round.

_____ 12.12 Electronic Devices: Electronic devices may be used by competitors in all debate except Public Debate.

In Cross-Examination Debate:

 

__X__ 13.1.7 Electronic Devices:  Electronic devices may be used following these guidelines:

1.    If the computer requires an insertable card in order to access a wireless connection, that card must be removed from the computer during the entirety of the round.

2.    If the computer has built-in wireless capability, the wireless component must be inactivated during the entirety of the round.

3.    If a judge observes a competitor in the round using a computer, which has the wireless card, inserted or the built-in component left active, the team which has possession of the computer shall automatically forfeit that round, with the lowest ranks and zero speaker points awarded for the round in question.

4.    Any evidence used in a round must still be available for either the opposing team or the judge to view on request.

The rule change that passes was the approval of computers in cross-examination only.

 

Rule Change #3 Use of Materials in Public Debate:

 

13.2.5 Materials Allowed in Public Preparation Room and in the Round

 

(a)            Paper

(b)            Dictionary. Allowed in preparation room ONLY

(c)Pens and Pencils

(d)            Extemp. Files allowed in preparation room ONLY

(e)Extemp. Files will be prepared and inspected according the NFL Extemp. Rules

(f)  No other materials will be allowed in the preparation room.

(g)            Students will only consult with their partners.

Rule Change # 4 Speech Educator of the Year

 

2.3 All due paying members shall select the Speech Educator of the Year. The Executive committee shall announce the recipient at the Speech State Championships. The recipient shall receive the award the following year at the Speech State Championships,
